Shirley began her career in the energy sector 27 years ago when she joined the Energy Regulatory Commission, working in the Gas, Oil, and Electricity Permits Unit. She later served as an advisor to the Undersecretary of Electricity at the Ministry of Energy. Additionally, she has held the role of Legal Director at various energy sector companies, including Acciona Energía México, Tesla, Energía del Valle de México, and AES México.

She is experienced in project finance for renewable and conventional energy projects, has directed Mergers and Acquisitions operations for electricity generation projects, and coordinated the construction of power plants from both renewable and conventional sources. Currently, she is Senior Advisor for Synergy Consulting Mexico, a leading global firm that specializes in finance advisory and energy and infrastructure project development. She is a Board Member of “Sostenibilidad Global”, where she focuses on promoting clean energy, sustainable development, and electromobility projects.

She gained a Law Degree from Universidad Iberoamericana, holds a Master's degree in Economics and Public Policy from Universidad Anáhuac, as well as various diplomas and specializations. She has authored articles for Energía Hoy, Energía a Debate, Global Energy and Escala Legal.

She is a Board Member of "Voz Experta" and a Council for Women Entrepreneurs in Mexico. She received the "Women on the Front" award for her legal career in the energy sector and was recognized as one of the "Most Influential Lawyers in Mexico" in 2024. She was also recognized this year at the Women Sustainability and Energy Summit for her career, and participated as a guest speaker for the World Bank at COP29, held in Baku, Azerbaijan.
